Established in 1987, the Brazilian Association of Science Parks and Business Incubators (Anprotec) is composed of 268 members, among business incubators, science parks, educational and research institutions, public agencies and other entrepreneurship and innovation entities. Leader of the movement in Brazil, the Association acts through the promotion of training activities, articulation of public policies, and the generation and dissemination of knowledge.

Anprotec’s history is directly connected to the development of Brazilian business incubators and science parks. PORTO DIGITAL

Porto Digital started its operations in 2001. It soon became one of the main Brazilian references in software and information technology. Recently, expanded its scope and now also focus the Creative Industries. The technology park is headquartered in the historic area of Recife, whose mansions are home to 200 companies and 6,500 employees, responsible for a billing estimated at 500 million dollars in 2010.

The Invention of a Technology Park

The initial idea and the outcome

Porto Digital is one of the mainstays of the State of Pernambuco’s new economy. Its work involves two activities heavily based on knowledge and innovation: (i) software and information and communications technology services and (ii) creative economy, especially in the fields of gaming, multimedia, cinema, video, animation, music, design and photography.

It has a unique feature that sets it apart from most other technology parks: is its territory. Porto Digital is an urban park, situated in the historical city centre of Recife, on a 149-hectare plot that was once a run-down area, but now, as a result of the expansion of Porto Digital, is rapidly being brought back to life, in terms of urban design, real estate development, and the restoration of historical buildings.

Regarded as a benchmark for implementation of the ‘triple helix’ model, Porto Digital is the fruit of coordinate action between industry, government and academy, which has resulted, eleven years after its foundation (in 2000), in one of the principal centres of innovation in the country.

Currently, Porto Digital is home to 200 businesses and associated service providers, including 3 business incubators, 2 higher education institutions and 2 research institutes. Of these, C.E.S.A.R – the Recife Centre for Advanced Studies and Systems, has twice been awarded the title of best science and technology centre in the country by FINEP – the Brazilian Ministry of Science and Technology Funding Body for Studies and Projects

The businesses that make up Porto Digital generated a total revenue of around US$ 500 million, 65 per cent of which stemmed from contracts outside the State of Pernambuco. PD employs more than 6,000 individuals and has 500 entrepreneurs.

National and International Recognition

For these reasons, Porto Digital has been recognized by numerous national and international institutions.

In 2005, the international consultancy, AT Kearney, classified Porto Digital as the largest technology park in the country, and a national benchmark in using public policy to promote innovation and strengthen the technology sector. In 2007, the National Association of Organizations Promoting Innovative Enterprises (Anprotec) considered PD the best technology park/ habitat of innovation in the whole of Brazil.

The following year, the International Association of Science Parks published the first volume in the Learning by Sharing series, in which it highlighted the case of Porto Digital, along with three other science parks in Malaga (Spain), Manchester (UK) and Hyderabad (India). Also in 2008, the Brazilian Ministry of Development, Trade, and Industry recognized Porto Digital as the Cluster of Information and Communications Technology of Pernambuco.

In 2009, a report published in the online edition of Business Week mentioned Porto Digital as one of the most innovative technology parks, listing it as one of the ten places in the world where the future is being created. More recently, McKinsey singled out Porto Digital, along with the Campinas Region, in the State of São Paulo, as the two centres for innovation with the greatest potential for generating business in the technology sector in the country.

Location

Porto Digital is located in Recife, the capital of the State of Pernambuco, a city which is one of the principle hubs for business, politics and higher education in Northeast Brazil. The Federal University’s Information Technology Centre ranks among the top five such departments in Latin America and is also the most prolific in the whole of Brazil, in terms of academic publications and postgraduate dissertations and theses. Pernambuco is the fastest-growing of Brazil’s States, with a rise in GDP of 12.7 per cent in 2010 (a figure higher even than that of China!). As a result, it is estimated that GDP will double over the next ten years.

How the Park is organized

Governance

Porto Digital is run privately by a not-for-profit organization called Porto Digital Management Unit (NGPD), to which the government has entrusted management of the park as a way of enabling greater flexibility. This novel arrangement allows the NGPD, not only to run the Technology Park, but also to be the point of articulation of various institutions responsible for the Region’s economic and social development.

Its management structure is composed of an Administrative Council, with 19 members representing the companies sited on the park, companies from other sectors which have relations with PD, the university, Recife Municipality, and the State Government.

The Council makes the main decisions regarding Porto Digital’s development policy and strategy and has the freedom to appoint the directors of the NGPD. This board of directors has a president, a director of innovation and business competition and an executive officer. The NGPD has 40 staff members. The permanent technical staff members all have university and post-graduate degrees (MBAs, specializations, Masters and Doctorate) in fields related to managing innovation, information technology, project management, communications strategy and urban planning.

How Porto Digital Works – the strategy in action

Vision, goals and actions

Porto Digital has a ten-year strategy. Its vision is to become the best environment for innovation and enterprise in the fields of information and communications technology and creativity in Brazil. Its mission is to secure its place as one of the main pillars of Pernambuco’s economy of the future and to be one of the mainstays of the State’s social and economic development. The principal strategic goal is, by the year 2020, to have 20,000 people employed in activities requiring high qualifications and to have increased the value of 400 innovative businesses. In order to achieve this goal, Porto Digital is running 38 projects, grouped into six strategic lines of action:

Increasing Porto Digital’s capacity to attract new investment and strengthening the competitiveness of the Park’s companies
Involving Porto Digital in other economic sectors in the State that lack information and technology
Expanding Porto Digital nationally and internationally
Strengthening Porto Digital’s brand and consolidating its image and reputation
Promoting social responsibility and digital inclusion
Strengthening governance and the technical capacity of the Porto Digital Management Unit.

Commitment to Social Responsibility and Sustainability

Porto Digital is aware that technological and economic development goes hand in hand with social development and environmental protection. It has therefore, in partnership with its businesses, developed a number of social responsibility projects. Four lines of action have been accorded top priority.

Improving the urban fabric

Porto Digital is directly responsible for the restoration of more than 40,000 square metres of historical sites. The total area with potential for restoration is 150,000 square metres and most investment comes from the private sector.

Training young people for jobs

Porto Digital is situated in the old port area, which has a core population with low levels of human development. As a way of contributing to the social development of this population, PD is working on digital inclusion and technical training projects for school-age youngsters. Concrete job opportunities with Porto Digital companies have been created as part of this scheme.

Electronic waste

Although it is considered to be an activity with low impact on the environment, information technology generates increasingly high volumes of technological waste. Porto Digital is advising its companies on the best practices vis-à-vis acquiring, using, re-using and disposing of materials in an environmentally responsible fashion. As part of this effort, Porto Digital has set up the ItGreen Centre for Management of Electronic and Electrical Waste to conduct studies and research, institutional linkages and provide environmental education.

Digital accessibility

Porto Digital is working to broaden access to digital services and information for people with impaired hearing and vision. It offers (i) training for companies in the development of systems and technical appliances for people with disabilities and (ii) awareness-raising activities in the public and private sectors regarding the importance of designing websites and other tools that are accessible to this segment of the population.

Which companies make up Porto Digital and what do they do?

Porto Digital targets small- and medium-sized businesses set up in the city of Recife but is also open to large multinational and Brazilian institutions such as Accenture, C.E.S.A.R, IBM, Microsoft, Ogilvy, Stefanini, Thoughtworks and R&D projects in partnership with Alcatel Lucent, Bematech, Motorola, HP, LG and Samsung.

The main areas of competences of PD’s companies are developing business management systems, urban mobility, games, animation, mobile phone applications, neural networks and artificial intelligence for finance and banking, data security, e-learning, e-entertainment and outsourcing.

THE EVENT

The 30th IASP World Conference of Science and Technology Parks and the XXIII Anprotec’s National Seminar on Science Parks and Business Incubators will occur jointly on 14th – 17th October 2013, in Recife (Brazil) organized by Porto Digital. The event will gather researchers, entrepreneurs, policy makers and areas of innovation in order to discuss the contribution of these environments to build more creative and habitable cities.

Due to their innovative nature, science and technology parks worldwide are becoming increasingly active in the formation of new cities. Urban spaces are now transforming themselves into more creative ones, simply because they are now composed of more connected, digital and mobile citizens. However, these new cities need to become more inhabitable, accessible and sensitive towards their citizens, ensuring a more welcoming and enjoyable environment.

To understand the major problems that confront urban planning and what the challenges are in building the cities of tomorrow is essential for anyone who develops technologies for a better quality of lifestyle for all. That implies knowing, therefore, the true purpose of technology parks towards these new cities and new citizens.

In 2013, IASP, Anprotec and Porto Digital, the technology park that has in its very essence a concern with the formation of new cities, will propose discussions related to this issue in order to contribute to forming an agenda that will be given to technology parks worldwide. In this sense, the theme of the IASP 30th World Conference and Anprotec´s 23rd National Seminar on Science Parks and Business Incubators, that will occur jointly in 2013, has been defined as “Science parks shaping new cities”. We look forward to welcoming you to Porto Digital on 14th -17th October to discuss this important topic.

The registrations for IASP Pre-conference Seminar on “Fundamentals of Science Park Management” are now open. Places are limited and registrations will be handled on a first come first served basis, so register soon to ensure your participation!

This year, besides dealing with matters such as main concepts of STPs, incubation, marketing and commercialisation of your Park, science parks’ services, organizing STP governance, the pre-conference will introduce a new topic that is “cities as an opportunity for science parks and areas of innovation”.

THEME

The theme of this conference is “Science parks shaping new cities” and is crucial for the future of science and technology parks (STPs) and other areas of innovation.

Fact 1:

Cities are taking on a more active and entrepreneurial role in coordinating and articulating projects aimed at fostering an innovation and knowledge-based economy.

Fact 2:

Science parks and other areas of innovation are becoming more urbanised, slowly evolving to be more and more integrated with cities. Most STPs (more than 90%) throughout the world are urban projects so understanding how this integration can work best will create new opportunities for STPs, particularly as this evolution is already happening at a rapid pace in many places around the world.

Fact 3:

The ongoing financial crisis and the effect of restrictive budgets force STPs and other areas of innovation to proactively seek new methods and approaches to expand their field of influence and diversify their income sources to better secure their future sustainability.

The event will take these three facts into account and provide all delegates with a great deal of current information and knowledge surrounding the new role of cities and how STPs and other areas of innovation can secure a leading role in many of these new city strategies and processes.

VENUE

Recife is the capital of Pernambuco, the Brazilian state that reached the highest rates of economic growth over the last three years. The city has a strong scientific and cultural tradition, and is recognized for its unique way to articulate technology, art and entrepreneurship for wealth generation and formation of its identity. This distinctly innovative environment is the birthplace of Porto Digital, the technology park which will host the conference.

Porto Digital is an urban technology park with approximately 1.5 square meters. Located in the old city centre of Recife, the park is home to 230 companies with 7055 employees that generates $ 500 million dollars in revenue annually. It is in this environment that the next IASP World Conference and Anprotec Seminar will be held jointly.

Arcádia Paço Alfândega

Hosted in Capibaribe’s riverside, Arcádia Paço Alfândega is in a building that was built in 1732 and consists in one of the most important constructions around the “old Recife”. It is located in the same place where Recife’s Harbour used to be in the XVIII century – in that time,it was considered the most important and bustling habour based in America. Today, the building hosts a commercial center where history and modernity live together.

Porto Digital Auditorium

It is located in the building where Porto Digital head office is based. It is a modern style building from the 1970s that is featured on the urban history of Recife for having housed in the central agency of the Bank of the State of Pernambuco.

Banco do Brasil Auditoriums

Founded in 1808, Banco do Brasil was the first bank created in the country – it’s foundation was King Dom João VI’s idea, as a consequence of the royal family’s displacement to Brazil in the beginning of the XVIII century. The agency that will host some event activities is located at Rio Branco Avenue, one of the most antiques streets in Recife, where beautiful and historical building are based.

Cachaçaria Carvalheira

Known as one of the most traditional houses of receptions in Recife, Cachaçaria Carvalheira will be the place where our informal dinner will happen. Its decoration is  composed by 2 thousand oak barrels, ropes, trays, millings and old alembics. A place with a special and charming atmosphere, full of history and tradition.

Oficina Francisco Brennand

Our Gala Dinner will happen at Oficina Francisco Brennand, an old pottery founded in 1917 that hosts nowadays an art complex. It is the place where the imaginary world of artist Francisco Brennand win physical form – also giving space for holding events between sculptures and works of art.

Capital of Pernambuco, Recife is the centre of business and government activities of the State and most important commercial centre of the North/North-eastern region of Brazil. In the city, the culture and history attract visitors, in addition to its lovely landscapes composed by sea, rivers, bridges and old houses.

The waterfront area of Boa Viagem is a good base, possessing both the city’s finest beach and a wealth of fine restaurants. Much of Recife’s nightlife is here, as well as in Recife Antigo (Recife old town).
